Dear Senator,
I am writing as your constituent to urge you to refuse approval of any federal budget appropriations bill that includes funding for the Department of Homeland Security (DHS) and Immigration and Customs Enforcement (ICE) without binding accountability reforms.
In January, the killing of Renée Good in Minneapolis by ICE agents was followed just weeks later by the killing of Veterans Affairs nurse Alex Pretti. These deaths have shaken public trust and raised serious concerns about ICE’s enforcement tactics, lack of oversight, and culture of impunity. No federal agency entrusted with the power to detain and use force should operate without meaningful constraints, transparency, and accountability.
As you know, Congress must act by January 30 to pass a budget appropriations bill. The current proposal includes $64 billion for DHS, including $10 billion for ICE. Funding an agency with such sweeping authority — especially in the wake of repeated civilian deaths — without enforceable safeguards is unacceptable.
I urge you to support withholding DHS and ICE funding unless the following reforms are enacted:
- An independent federal–state investigation into ICE killings and enforcement tactics
- A ban on ICE agents wearing face masks
- A ban on roving ICE patrols
- An end to so-called “administrative warrants” that bypass judicial review and violate Fourth Amendment protections
- An end to arrest quotas that incentivize abuse
These are not radical demands. They are basic safeguards that should apply to any law enforcement agency operating in a democratic society. Public safety is built through accountability, legitimacy, and trust — not through fear, unchecked power, or impunity.
I respectfully urge you to stand with your constituents and with the Constitution by refusing to fund DHS and ICE unless these reforms are put in place. Our democracy, our civil liberties, and our communities depend on it.
