Climate Funds Must Be Distributed Equitably

Black, Brown, and low-income communities are hit hardest by pollution and the impacts of climate change and yet, up until now, have received the least amount of financial help in dealing with these troubles.

But that could change.

Recently, Congress allocated $3 billion to the Environmental and Climate Justice Block Grant Program (ECJ Program), an initiative created by the Inflation Reduction Act — a history-making climate bill. But for these climate funds to make the historic impact they were meant to, we must build the program to intentionally get these grants to communities in need on the front lines of the climate crisis.

If the Environmental and Climate Justice Block Grant Program is built smartly while centering justice, it can help vulnerable communities benefit from the largest climate bill in history. To make sure communities in need don’t miss out on getting these grants, Dream.Org is recommending that the EPA:

Amplify technical assistance: connecting more communities with applications through effective outreach and assistance will broaden the impact of climate and energy investments.
Streamline grant application process: creating an application process with manageable timelines and structures will ensure the largest number of communities can apply.
Define the benefits: key metrics such as air pollution, asthma rates, and workforce development must be measured as projects run the course of their lifetime.
